Capacity building of the Central Department for Branch Affairs
(CDBA), and Regional Branch Offices (RBO) at Greater Cairo, Suez and
Assiut:
1 - CDBA has started developing its Systems to comply with the
ISO 9000 specification for International Quality Management Systems.
Training has taken place in general awareness of ISO 9000 systems as
well as training of Internal Auditors in preparation for writing the
work procedures and the department's Quality Manual.
2 - Ten Internal Auditors have been trained and staff awareness
has been completed by end of July 2004. Training was attended by
CDBA and Regional Branch Offices.
3 - The Greater Cairo RBO has identified three staff to be responsible for EIC. Approval of the Governor of Cairo for
establishing the information centre at Cairo governorate and Helwan
district was obtained. The location of the satellite centre in
Helwan has been determined and assessed by technical personnel from
EEAA IT department and has been equipped with the necessary
equipments. The arrangement for developing the regional centre at
GC&F RBO and the satellite information centers at Cairo and Qaliubia
governorates, Shoubra El Khaima city and Helwan district is in
process. TOR for the Environmental Information Center has been
developed. The CBI Consultant has prepared the draft outline
architecture of the information center. GC&F RBO EIC is established
in the new premises at Tamooh at the third floor and tenders for the
equipments and the server have been issued.
4 - Environmental data needed to develop the environmental
profile for Helwan district have been collected, assessed, sorted
and analyzed by the taskforce staff. The need to conduct background
papers in deferent fields was identified. The identified field are
natural resources, biodiversity, cultural and historic resources,
social status and demographic conditions, local economy, land use
and human settlement, status of industry, infra structure and public
facilities, waste issues and management, environmental health and
quality of life, list of the environmental problems that threaten
the area. The component has contracted with the Center for
Environmental Research and Studies of Cairo University to conduct
the back ground papers and to develop the environmental profile for
Helwan district. The background papers and the environmental profile
were developed in a participatory fashion between the CERS and the
taskforce staff. The process of developing the environmental
profile was intended to be a capacity building tool for Taskforce
staff. The draft profile were discussed and technically approved by
to the top managers of GC&F RBO. The final draft of the profile will
be present to local community to get their consciences on the
findings of the profile. Media of presentation will be identified
later.
5 - In order to produce the Environmental Profile for SUEZ
Governorate, the task force members at the Suez RBO were divided
into working groups, environmental data and information needed for
developing the environmental profile for Suez governorate has bee
collected, sorted and analysed by taskforce staff. Background papers
in different field was identified. The identified field are natural
resources, biodiversity, cultural and historic resources, social
status demographic condition, local economy, land use human
settlement, industry status, infrastructure and public facility,
waste management, environmental health and quality of life, list of
environmental problems. The sub-component has contracted with IDC
centre to develop the environmental profile for Suez Gov. the
participatory process of developing the environmental profile is
planned to be a capacity building tool for taskforce staff. The
draft profile is planned to discuss and technically approve by Suez
RBO management, consulates meeting with stakeholders, the governor,
on August- September.
Developing a National Strategy for Decentralization of Environmental
Management
1 - The National Action Plan for the Environment (NEAP) and the
related strategies and plans are considered important components of
the environmental management system in Egypt. The NEAP has been
approved by the Prime minister and thus should be adopted by
different concerned entities. The NEAP represents the basis for the
agreement between the entities of required plans and interventions
as it is prepared in coordination with all concerned entities.
2 - The NEAP as it stands provides recommendations for programs,
thus being a good basis for more comprehensive plans that indicate
the time framework and indicators for the programs as well as the
responsible entities.

L.E. 22 million for Achieving the Environmental Compliance of the Egyptian enterprises

In its last meeting on June 21, 2006 the Executive Committee of Achieving Compliance in Industry (ACI) agreed to implement Cleaner Production (CP) Projects in SME's at the value of L.E. 22 million. ACI is a component of the Danida funded Environmental Sector Program (ESP), anchored in Federation of Egyptian Industries.
The projects will be implemented in 11 factories from different governorates operating in several industrial sectors: 2 from the engineering sector, 3 from the textile sector, 3 from the chemical sector, and 3 from the food sector.
Cleaner production projects comprised applications for energy efficiency improvement in 5 factories working in the engineering, chemical, and food sectors.
These projects aim at adjusting the status of factories with environmental rules and regulations, which in turn results in improving the quality of products and increasing their competitiveness, both in the local market and internationally.
Moreover, such projects shall have an impact on saving in energy consumption, improving the work environment, and protecting workers within the work environment.
The efforts exerted by the Environmental compliance office towards raising the standards of the Egyptian industries and dealing with factories nationwide rather than being just concentrated in the greater Cairo area alone, were lauded by those present.

National Bank of Egypt Offers Complete Support for Cleaner Production Projects

The executive steps for loaning processes used in funding environmental projects were discussed by Dr.Sherif El Gabali, Chairman of the Steering Committee, with ECO management during its monthly meeting. in cooperation with the National Bank of Egypt, soft loans are offered for purchasing equipment and machines used in cleaner production applications. The total amount of single loan can reach up to L.E 3 million, payable on annual installments over a period ranging between one to five yeas, including a one-year grace period, and at an interest rate of 2.5% per year.
Up till now several industrial enterprises have enjoyed this service of soft loans for the adjustment with environmental laws and legislations. The loans already disbursed have reached L.E 32 million, utilized by 30 enterprises. It is planned that alone during 2005 loans at the value of L.E. 17 million will be disbursed.
These loans are part of fund allocated by The Kingdom of Denmark, at the value of DKK 96 million, and which comes to highlight the activities of Danida under a protocol of cooperation signed and activated between The Government of Egypt and The Kingdom of Denmark. For this purpose, a cooperation agreement was signed between the Ministry of State for Environmental Affairs and the Federation of Egyptian Industries on one side, and the National Bank of Egypt on the other, to outline the management and disbursement of the loans.
